FLINT TWP, MI -- For the first time in decades Old Newsboys' volunteers will not meet drivers in the middle of public streets in Flint Township.A traffic ordinance that went in effect in March 2015 is forcing fundraisers to set up in parking lots instead of in the middle of township roads – a move that some say will hurt donations this year."It's ridiculous. It doesn't make any sense," said Old Newsboys Executive Director Chris Hamilton. "They don't realize the number of families and kids we help in Flint Township. There's no area in the county that's immune to poverty. We help all over the county. They operate an annual coat drive, a number of emergency assistance programs and their annual paper drive, which dates back to 1924.So far, Hamilton said they are ready to set up in at least 10 locations throughout Flint Township, including in the parking lots of Fox 103.9 on Miller Road and at Patsy Lou at Linden and Corunna Roads."We are going to set up signs to direct people to where we are," he said. "We are hoping that people do show up and donate, but we know we are going to lose some."The township ordinance makes it " for any person, without authority, to receive or to attempt to receive money or any other object or thing from an occupant of a motor vehicle" on a public street. The ordinance includes nonprofits like Old Newsboys and Lions Club.Hamilton said township officials could had looked into having agencies apply for permits to solicit in township streets but they opted to get rid of street solicitation altogether, hurting some nonprofits. The ordinance passed with a 4-3 vote.The Flint Township ordinance mirrors which prohibits people from standing in the middle of public streets soliciting donations."The township is only following Michigan law," said Flint Township Supervisor Karyn Miller. "You have to follow state law. You can't issue a permit for something that's illegal. The law is there for safety issues."The ordinance also makes it unlawful for any person driving a vehicle to give money to people soliciting in township streets. Violations of the ordinance could result in fines not to exceed $500.In 2014, Old Newsboys, located at 6255 Taylor Drive in Mundy Township, gave 6,630 children Christmas gifts.
